Looking for advice on setting up a 2 step verification before closing a work order

How can I set up a 2 step process to close work orders. The first "complete" would be that the work is physically finished. Then I would like a "finished" step that the notes are complete, the right parts and quantities were assigned. Ideally this would happen before the parts are consumed in inventory.
